Like someone else said part of it is from shaving like under the arms. I many years ago instead of shaving under my arm used tweezers and today no hair grows under my arms and they never got dark. My daughter in law who is 20 years younger than me has darker skin under her arms from shaving and cant wear strapless tops but I can. And down below alot of girls get darker skin from their legs rubbing together or from shaving or/and irritation from tight fitting jeans. You can use bleach creams on these areas that will help lighten the skin or use lemon or white vineger. and be sure to use moisturizers on those areas to keep the skin soft. Try not to shave and use hair removers. That also helps.

I would assume because those areas of the body are the most volunerable, keep those area cooler, so the skin or hair thicker for protection.
