Telegraph wires? man you live in an old neighborhood!

Shoes tied together means a kid was coming home from a sporting event, most likely track or baseball, and didn't have a bag to put them in, then some wag grabbed them and threw them up in to the phone/electrical wires.
This has been going on since they put up the first telephone poles!

Im told it means drugs available nearby. Which explains why council estate telephone wires near me look like a branch of Footlocker
