Should the boiler thermostat be set to 'high' and used less often or set 'low' and used more regularly? Should radiators be set to 'high', 'medium' or 'low' to make the most of this heat? What is the most energy efficient combination?

If you have a working chimney get a multi-fuel stove (which most people incorrectly call a wood burner) as they are incredibly efficient, and chuck out heat all day long on very little fuel. You could then just keep the existing central heating as a back up or for summer use. They are also very easy to use.

Give each rad its own thermostatically controlled valve.

With windows, the best way to keep heat in is by closing the curtains if you already have double glazing.

As for the boiler, I dont think it will make a difference. As you said, the lower it is set, the more it will be used vice versa.

Other than that, wear extra clothing (a jumper perhaps) in the winter and reduce the house temp. by a degree or two.

If your house is insulated and radiators have been installed there is'nt much more that you need except dont leave too many windows or doors open and block any cracks that's letting draft in......you should be able to feel the warm better.
