Well, if I catch someone looking at me, I look away or look down, because it makes me feel uncomfortable.

Maybe you have a boogie hanging out and they want to spare your feelings. Honestly, I do it some times just to not let them know I was staring back.. But I completely turn away when they are ugly...

Much depends on HOW you are looking at them (Have you seen your avatar? Angry is NOT GOOD), and WHERE you are looking at them. I believe you will find the answer in one of these two choices. Please assess your tone and your body language; you might find it may need adjusting.

wait..looking down at your package or just looking down in general?
when they are checking out your package it means they want you or they are just wh**es
if they just look down in general then that means they are either embarrassed shy or uncomfortable

Usually shyness or they feel awkward. Don't take it personally. Once they get to know you better they'll look at you!

I hope you're not staring at them cause that really creeps me out .....first i pretend and i don't notice and if it continues , i'll ask them what their problem is.....don't stare....if you really want to meet someone walk up to her and talk to her....
