When the cell phone is charging, instead of using battery power, it will use power directly from the current.
You will have no problem if you answer it while it is charging.

yes,but sometimes if the phone is having trouble or if you charge it at a socket where it is full plugs,then it is not safe.

I've heard that you could get a shock by doing that, but I think the chances are very low it would happen

Sure. Somtimes that battery can be so discharged
that you can't answer it without it being plugged in.
Works fine.
