Yes, he does have a fraternal twin brother who is married and has 2 kids.
Their facial features are similar, but Vin's brother has light hair and blue eyes.
The picture that was circulating in magazines and on the internet a few years back was NOT his brother. It was a neighbor of his brother's.
There is a high school class photo of his brother online though, and it's the real thing.

His fraternal twin brother's name is Paul. There was a great picture of him in People Magazine way back. Paul has red hair-you can tell that they look like but you know right away that they are NOT identical, LOL!
