Soft water is wetter than hard water. Heavy water is nuclear.

How big is the bucket?

If the bucket has no holes then the outside of the bucket is probably not wet or will not stay wet for long. The inside is a different matter.

Is the water fluorinated, chlorinated or otherwise contaminated? That will effect wetness.
