Probably because it has a very low cost of entry and a rapid edit/test turnaround. The language doesn't really have anything else in its favour when compared to the alternatives.

php has a strong string manipulation library which is most useful in designing/creating/working etc on the web-site.E-Commerce site etc where the day-to-day business might change and the Site to be modified accordingly the trun-around time with php and is less. in the Earlier days no other scripting lang was as powerful as php and it gained wide acceptance.
There were other Scripting languages which emerged later but takes time for transition and also investment. Most don't untill it has a huge potential to benifit them. For Eg a small scale business man has his site in php built 5 years. Why will he invest time and money to get in JSP ? What is the value add for him ? hence we stilll have it .

its handy for rapid development and its object oriented design is getting better, though still very poor.
different languages have different purposes. a simple content driven site sourced from a database - its easier with php. anything more complex than a shopping cart, go ASP or cgi.

It's flexible, extendable, easy to use, has a great library. It's not horribly slow.
Plus I like what the acronym stands for. :)

it gained popularity for its accessibility and usablity in the late 1990's. And it still remains fairly popular, though not necessarily the best alternative.
