Apparently not, if we did, speechwriters would be out of a job. Actually, it's not that easy to reach across all the "huddled masses" and motivate a large cross-section of the population unless you have a great speech that the "common man" can understand as well as the "upper class" of our population. For the most part, I think that we, as a country, are simply too apathetic to allow ourselves to be motivated by some speech. These days, it takes a grand effort. Look at the tragedy of 9/11 and see how fast our government got motivated to step up and do something. I don't think that Russia is the "Great Sleeping Bear" any longer, we are.

its just for study and appreciations of history from our leaders whether they may be good or bad. as for motivating people i guess its not because motivation comes from within , inspirational maybe.

speaking well is very influential. its what it takes to motivate people.
