You could just leave it for 2 years,then the court will sign the order..It will be cheaper in the long run...

my ex tried that he is a truck driver and was pretty hard to find but my lawyer sent the petition registered mail to his mother she signed for it and the judge said it was in reasonable thought that she would tell her son about the petition being sent to her so he said it was good enough and the divorce went ahead

your lawyer should have these answers for you.....I think that you have to exhaust all other conventional measures of trying to contact him.....such as calling family (his) to find out where he is and so fourth, document all the dates that you have tried to locate him, so that you can show the judge what all you have done. If you show the judge that you have done everything in your power to serve papers on him/her and there is no other way.....he will grant the divorce, but if you have their SSN number, then chances are they can be found.

You can show that he has fled, or can not be located, after you have tried to find him through his family, friends, and notices in the paper, then you can proceed. The court will grant the divorce as uncontested.

the first two answers are great. but report the guy as missing. now if he can be found then you can get him to sign the papers. if he can not be found after so many years (seven i think) he can be classed as legally dead and you will have right to all assets in his name (at least i think that my information is correct, please consult your lawyer/attorney/ solicitor for professional legal advice).
