This comes under road transport ministry and in the district level it is for the R.T.O to monitor it. He is the authority empowered to issue Registration, fitness certificate, brake inspection, etc.

Though as a public, we have no power to take any direct action, on vehicles emitting huge fumes, we can either inform the nearest traffic constable or notify to the concerned RTO.

The Road Transport authority in every City.
In addition to checking the pollution levels of vehicles regularly, they will not give renewal permits or licences of 15- year and older vehicles.
That way, old, polluting vehicles will be kept off the roads.
