If not, is the any other completely anonymous torrent client?

only way to make it anonymous is to utilize a proxy, or use someone elses computer. Although it's anonymous in that they dont take your name down when you do download with it..

It's not the client but rather the ISP and American law requires the ISP to keep records. The only thing I can think of is there are anonymous surf sites and software, but I would think that would slow down your torrent even more. Incidentially, America has specific, new, laws about cracking DVDs, codecs, and piracy which amount to 3 years Fed time and/or $250k. Other countries do not.

I think Azureus is one of the more complete .torrent tools.

Not unless you are using a proxy.

None of the P2P clients are completely anonymous (unless you use a proxy). But some have come close. I believe there was one called "Ants" that made the claim of anonymity.
