She might smell of food, wash hands first, or the hamster has not been tamed properly, so handle regularly. Also hamsters will bite if you prod them while they are sleeping!

Sometimes its in the way you hold them. Never put a finger in front of a hamster's nose, it will think that your sister is offering her finger as food.
If its untamed, you should start by familiarizing it with being touched by patting it or stroking it at the back. You can use leather gloves to protect your hands while familiarizing your hamster. Before grabbing an untamed hamster, pat or stroke it at the back a few times, then grab only at the back with the hamster facing away. If it bites, you can make a high pitched squeel so it will know that its bite is hurting you -this is how young hamsters get socialized within the colony.

Hamsters bite when annoyed or if they sense salt try using a salt block for pets in the cage and make sure your sisters hands are not smelling of food or salt and they are clean from natural salt. If your sister is nervous of your hamster that might also be causing it to attack. try getting her to relax a little more by letting her, watch it and study it a little more before she trys to touch it.

tell her to bite it back!.. does she have food and strong smelling fingers? The hamster may bite because she smells of food! Make sure she washes her hands before holding it.

apparently if u put the plug in the bath and and they both get in together, the hamster will run all over her and pick up her scent. It will then get used to her smell and not want to bite her.

this is the reason hamsters are sold to boys, as weapons against their sisters, why would you want to take away your only defence against the dreaded sister?
If you really want it stop tell it to stay out of your sisters cage.

dont let your sister touch it. i had one and was biting me. i think its very funny, i remember i had a friend that was putting his finger in the cage... i told him that it bites and he was laughing while the mouse was biting his finger softly until it gave him a strong bite than he want forget, it was funny man.

make sure your sister washes her hands before holding the hampster it might smell food or the hampster just dont like the way your sister is holding it tell her to try holding it different maybe it just dont like your sister hope this helps
