Well you can't ask J.r.r Tolken because sadly he's dead but if you want permisinon. then i sugest that you send a letter to his son Christopher Tolken He has been doing all his fathers afairs lately he has even edited and finished one of his dads books and it's coming out soon it's called Chrildren of hurin wich i plan to get it will be cool to have something new from tolken. im geussing that contatcting either tolkens son or his publisher woluld be the best bet to using the names and places good luck

J.R.R. Tokien died 33 years ago so you cant ask him. Talk to a professional publisher. They would be able to tell you who owns The Lord of the Rings and related characters. If you just want to post it on a fanfiction website, you are fine, but if you want to make money off of you story, get in touch with a publisher.

Edit: Aparently all the characters are owned by Tolkien Enterprises:

You would have to pay them part of any royalties from your book and get their permission.

You don't need permission from Tolkien, unless you intend on copying from his works word for word. Many people pay tribute to their favourite authors and books by writing sequals, prequals, and alternative versions of their novels. Do a search for 'fan fiction' and you'll be able to find lots of inspiration. Fan fiction is fiction about characters or settings written by fans of the original work. Good luck!

if you were to publish it then yes, you do...but there are many fan fiction websites that require no licensing and it is a good way to get your work out there are read by the rest of the world!
