Always give year, make, engine size and model # when asking questions. We need all of that info to give an informed answer.
If the 2 lines go to the petcock, you have a "vacuum petcock". That means the fuel will not come out of the petcock unless the engine is running. The vacuum of the engine sucks a diaphragm in the petcock, to let the fuel come out. The other end of that hose would connect to the carb or intake manifold. To check if that's what your scooter has, remove the lines and turn on the petcock. If fuel flows, the smaller line is probably a vent hose.
The vent hose will go to a small tube sticking out of the tank in a different area of the petcock. And it doesn't connect to anything at the other end - it just hangs down towards the ground. Make sure it won't drip onto any hot parts of the engine or exhaust.

particular the pump ought to have close off, yet especially circumstances they do no longer, for multiple motives, your sender in the tank must be sticking and dropping down, letting the pump think of there become much less gasoline in the tank than there become. in lots of cases whilst the gasoline reaches a undeniable point that's comparatively complete yet no longer particularly each of how, using fact the gasoline desires room for growth. in case you're retaining the cope with each of how open especially circumstances which will override the automated shutoff on the pump, that's whilst this is going to overflow. If the two the indictators teach complete as they should you ought to be good to circulate, only word of how plenty gasoline is going into your tank, as some fashions will shop pumping even after the tank is complete.
