25 - 40 for sure.
Because from 25 to 40 year old, women can make money by themselves and they can waste it for whatever they want. And of course all of us know that women favorite active is shopping. Shopping helps them stop stress, shopping helps them relax, shopping helps them feel happy... blah blah.
Anyway, 25 - 40 year old female group is spend the most money on their clothes.
U25, they're young, they're active but actually they don't have much money because they have to wait for money from their parents. Or some U25 really mature, they keep it for their future. But they're still depend on their family.
40+??? Do you think that they are old enough to buy some kind of cool clothes? Their types of clothes are smaller because they take everything now serious and they have to spend their money mostly for family.

Even though on the surface one would always think it's the younger age group, but then older ones may buy less but spend more, as they tend to go for quality rather than just trendy. Most of those of the latter group also have a better spending power being by then in higher paid positions or accumulated income.
It also depends on how much or little value or importance each individual puts on clothing.

25 ,40 but saying that it all depends on the person i now lots of women over 40 an they spend loads on cloths as well so who really know this one .

i'd say 25-40. when they have money. that's when they need more on good comfortable clothing especially if their work requires them to be well dressed. good dresses are not just for fun and one's satisfaction, but sometimes it becomes an asset.
