• When the fire bells sound, follow the teacher’s directions. DO NOT GET COATS.

• Proceed quickly in the exit.

it means do not take the time and try to find your coat ( imagine 25 6 years olds looking and trying to get them on), follow the teacher and go straight out the door.

As stated by others, the children need to focus their complete attention upon the teacher. They should not be finding coats, or leaving the room looking for a jacket. It is a potential crisis situation, the teacher is responsible for getting every single child to a staging point across the street (or somewhere similar) in a hurry.
