My neighbor downstairs is a jerk. She calls the cops on us for noise violations that we aren't commiting. We've tried talking to her, but she does it anyways. The cops usually don't believe us because we're college kids, but we honestly are doing nothing wrong. Half the time the cops show up when we are asleep!

Report her to police for reporting you to them by saying she is lying to law forces and is accusing you.
She obviously wants to get rid of you from the place.

Stay up and if you also hear the noise call and report her. See how much she likes getting a visit from the cops. You are paying rent just like she is and there is no reason that you should have to put up with that

Believe it or not--There are plenty of idiots like that in this world. The best thing for you to do is talk to your landlord. If he can not help, find another place. Do not confront your neighbor, however. I know someone that did, and was shot in the leg.
