I really want to get into MMO's but refsue to pay 8.99 per mnth to play WOW or city of heroes. So can someone please tell what is the best non-monthly payment MMO game out there?

The previous examples are quite good, but you should try out WOW.
There is a completely free 10 day trial available atm. Give it a go and see if its actually worth the £8.99 a month. I did and found it well worth it.
Another option is Anarchy Online.
They have a completey free game that you can probably play for a few years before you will need an expansion pack, and only then if you want to use expansions do you need to pay The free version is totally unlimited and no different from the fee based version except you dont have access to the expansion packs, and honestly you wont notice.
You do get access to 1 free expansion noctum wars the rest you'd have to pay for.

Guild wars definetly. another good one is last chaos which you can download for free at download.com. both are pretty large downloads I know last chaos is 407MB download but is awesome. guild wars is better but you have to purchase the game but there are no monthly fees

S4 League has what youre finding for... its not something you will desire to dedicate years into to play ... it rather is in fact all participant ability based, and you get to bounce suited into each and every little thing as quickly as you start up.
