I have seen such examples as, "A touching story..., Please read?"

How is that even a question? That is making a statement.

Why don't they simply ask if people will read their touching story?

Yahoo answers automatically adds a question mark to your question. Try it

It is an obvious error in punctuation if a question mark is put at the end of a statement that is not a question and where, say, a period would be correct.

You will find however that when asking a Question here in Answers and, even if it's not in the form of a question, a question mark will be added automatically by Yahoo...it's programmed to do that.
If you put a question mark at the end of your Question yourself, Yahoo will recognize this and will not leave a "double" or "duplicate" question mark.
After all, that's why it's called a "Question" and needs to be identified and tagged as such.

Cause they don't read it before they do it, they just assume they are answering their own question.
