It all depends on how difficult it is to obtain the permission ..

For example, Loft Conversions and Lounge Extensions would add almost nothing (a few thousand maybe), however if you have Planning Permission to turn the house into 2 or more flats, (assuming that there is rental demand in the area) it could easily add 10-20% = especially if the Council has a history of refusing permission.

It totally depends on how much land/what planning you have.

If you were to sell a piece of land with planning permission for say 4 building plots then you'd seriously increase the value of the land.

It all depends on unit size and what type of planning you get.
