...how far from your scalp will the paint be 3 months later? One inch or further?

Yeah, that's what I thought. I find it a bit curious that if you do the same with a tree, the paint will remain in exactly the same spot.

that's because the upward growth in the tree is caused by the apical stem meristem.

Further, of course. Hair grows from below. It grows with a speed of max. 10 Inches a year (usually 7). Have you ever seen a blonde with black hair roots? She did just that: she put paint to her hair which doesn't get washed out, she put it right to the skin, and 3 weeks later the first 1/4 inch of her hairs are the original color.
In three months, the hair will grow by 2 inches, so 2 inches growth + 1 inch starting distance make 3 inches at the end of your experiment.

Assuming that it isn't rubbed off or washed, etc. I guess it would be determined by how fast your hair grows. Mine grows about half an inch a month so I would guess 2 and a half inches from the scalp in three months.
