As this is in the gardening section I am going to take a stab at you meaning 'What is and why is a hoe used?'
A hoe is a long handled garden tool with either a three pronged or flat edged blade at its end and is designed to reach into cultivated beds and lift out weeds and/or lightly break up impacted soil around the stems of plants which helps let in moisture and air
