It actually depends on what kind of cruelty you are referring to.

Some persons lack the ability to understand other persons feelings and they can hurt others without even knowing or understanding it. They are cruel because they don't understand that what they do is hurting others.

There are persons that find pleasure in their cruelty and they go out of their way to hurt other simply because of the thrill of it. They know that they are cruel and that they are hurting others because they enjoy it.

Selfish persons can also be cruel, they know that what they do is wrong, they feel bad about hurting others but they decide that they are more important than other persons and do what it is they want to do anyway.

There is also cruelty that is a reflection of how the person feel that they have been treated by others. (Justified or not.) They feel that others have been cruel towards them and that justifies them being cruel towards others. They want revenge and they get it, not always by being cruel toward the person that they felt was cruel towards them.

Cruelty is a characteristic we deduce from one's conduct which is unfair upon a specific situation. Why people are cruel or how can they be that cruel are both questions only those people can answer positively & objectively. In general many people go through hard experiences which leave them less empathetic or sensitive & considerate to other peoples' feelings. Others, simply lack the flair for social grace which renders them blunt in their normal day to day behavior . This kind of behavior in critical & sensitive moments is what labels them as cruel. However, some people are generally not very good with words or simply dont exert enough effort to convey emotion or make things easy for others & this is how they are labeled as cruel.
After all, the ability to be cold, hard, & blunt or easy, fresh, & warm are all shades of emotions we express as a result of extrapolating from our childhood & prior experiences. Reading poetry, while looking at colorful relevant portraits, & cultivating a rich expressive family background & musical education are all generic factors for a healthy social interaction & maintaining social grace.

Why do cruel people do what they want?
Maryam they do these things because nobody has ever taught them better. In the formative years of their lives something went wrong, and since then they have formulated their own survival guide without proper guidance.
It is rare that an adult can undo their cruelty, and learn otherwise but it is possible. I don't know how it is accomplished but I do know that with God nothing is impossible.
Cruel men and women do not learn as well as children, trying to teach them otherwise is like throwing your pearls to the pigs.
The real reason why they are cruel probably lies in the evil of the world.

Was treated like that by a girl in high school, and now she is the FATEST, UGLIEST, girl you could ever meet!!! She had no control over me after high school, and I wonder even today why she did then?

She controlled me in high school, and now she would NEVER do that!!!! It's all about self esteem!!!! I had none then, now have grown up!
