Ok so you know that shirt that says "F**C OFF!" when you fold it? But it really says EIICY OSE
POLR OPP

like here http://www.garyspub.com/index.php?sp=4

Would it be considered plagerizing the idea if i made my own shirt that said

EIICY UOIII
POLR PUO!

so it said, "F**K YOU!"

It would be taking the same idea but putting my own spin to it... is that ok or is it considered plagerizing? I am not selling copies of it, i am just planning on doing it for an art project.

also if i don't take credit for it or sell it, if i just want to make a shirt that says that, will it still be considered plagerizing?

Yes, I'm afraid it is. In order not to plagiarise, you must review different ideas, come up with your own conclusion, and use your conclusion.
