appears to be a real gray area in Non food serving places.
Food serving stores must have restrroms for the paying customer.

I don't think stores are required to have a public restroom, but restaurants are supposed to, but only for their customers--not the general public.

the answer is it varies by state and municipality...in most states retailers are not required to provide a public restroom and are not required by law to allow customers to use a private or employee restroom and cannot be held liable for refusal.

When I gotta go! I'm not sure there is a law on that one. It's just good customer relations.

i would think you need a bathroom in any phacility that has workers working for long hours.
