I agree with everyone here that you should wear whatever colors you like and have been wearing; that age 23 is not a barrier to color or creative makeup. But I'd like to add that neither is age 30! And neither is marriage, as one person suggested. Many incredibly creative and daring makeup artists are over 30 and wear the kind of makeup they use on clients, so you can see that makeup can be avant-garde regardless of age. But even day-to-day brights can be ageless: a nice classic red lip, jungle green or lavender eyeshadow, or bright blue liner. It's all about the way you wear it to fit the context of your life.
As you mature, you may find that there are more situations that call for a bit more of a subdued look. But you can still work your makeup style into that. You can certainly wear navy blue eyeliner or red lipstick to work in an office. And you can be even more creative or colorful when you're not at a job. Just be sure not to overdo things (false eyelahes, fuschia shadow, red lips, Grace Jones stripes of blush, all paired with your gold-and-leopard slipdress!) because that's not good for any age, unless you're a celebrity trying to make it onto the tabloid pages.
I'm over 30 and I still routinely wear deep green, vivid blue, and metallic gold eyemakeup; teal, navy, and violet eyeliner; and occasionally sport an apricot orangey, saturated orchid, or brick-red lip. I don't feel like age offers much of a restriction against using bright colors---at least not until you get to an age where wrinkles might interfere; in which case you're probably safe until about age 50. It's more important that your skin is clear and even so the makeup sets off your features without attracting attention to anything problematic.

You can wear whatever makeup you like as long
as it's appropriate for e.g:- Don't wear Fluro
lipstick and eyeshadow with a red outfit to a
funeral. You should express yourself through your
makeup as long as you don't look trashy..LOL!
Don't become one of the ordinary stereotypes you
see everyday in the shopping centre, Be an
individual rather than a sheep, know what I mean?

Make up is a very personal choice. If you feel comfortable enough to wear bright colours then why should you stop? I mean look at Madonna she is well old (older then my mother) and look at the things she wears and does. If you like the way you look then why should you change?

Wear what looks good on you..Not what others deem is acceptable. I am 39..I love Urban Decay shadows.I do a neutral or more toned down color during the day. When I go out, I wear one vibrant color and then tone it down a bit with a more subdued neutral or smokier color. if you decide to wear a strong eye..do a nude lip. If your trying to make a statement with color you want to draw attention to one area only or else there is overkill.
Who says you have to be a teen to wear vibrant colors? and more mature people should stick to dull colors. My daughter who is 16 and her friends all ask me to do their makeup for them when there is an important night out. It is all in the application..blend blend blend.
As for lipsticks..If I decide to wear red...I just use a bit of liner and mascara to give me a doe eyed look, the focus is on the pout.

I think it's okay. You should have fun and wear whatever you want for as long as you want no matter what. You do not have to stop dressing fun just becase your getting older besides 23 is still very young. You should be buck naked in the frozen food aisle at that age.

If the colors are flattering your skin tone, why stop wearing brights just because you are like 23?

Well express yourself for sure! I'm not sure how you do it now, but Try to just focus on one or the other. Do up your eyes and have simpler, less dramatic lips, or keep your eyes simple with a soft shadow and mascara and go bold on your lips. Then you can still be creative, but not look overdone.

Well you defenatly can but not both together. If you wear bright eyeshadow, pair it with nude lips. If you wear bold lips, wear natural eyeshadow and mascara. I like to wear just a lot of mascara with red or pink listick. Its cute.
