The number of people you are able to invite to a party is determined by how good your computer is. If your processor and video card can only handle 2 people, that is all it will allow. If you would like to over-ride this just type this in

Use in neighborhood screen to invite more guests with a party
Hold Ctrl + shift + C at the same time
type intProp maxNumOfVisitingSims in the screen, the being how many people you would like to be able to invite. However, the max for parties is 8 guests. Just a warning though, if you invite more guests than your computer can handle, you can crash the game.
