Exhaled air contains a significant amount of moisture in the form of water vapour. This water vapour condeses on coming in contact with the cold surface of the glass and turns into water. That is why there is liquid on the cold glass and you can write your name in this liquid too!

It happens more often in cold air, correct? Its the water vapor in your breath, since its colder the atoms vibrate slower changing state from gas to slightly liquidized form, its not solid water or anything but its on its way, but its not enough water to start dripping down the glass (lets go with) window, just to show its form as a slightly slowed down atoms and so. Thats if i've got what you mean.

This is called condensation. Whenever you exhale, your breath contains moisture from inside your mouth and this condenses on the surface of whatever you breath on. The surface has to be cold (Another example is the little beads of water on pictures of soda cans in commercials and advertisements.)
