write down your goal of being the best student in the class.
create a game plan to achieve that goal such as spending less time on TV or on computer and more time on studying. Reading ahead so that you know what the teacher will talk about in the future. When you finish your homework, read the next chapter or section. Get enough sleep so that you can be wide awake and alert for the next day.

i'm a straight A student. in my case, i don't study or get tutor or even attend classes that much. i just do my assignments by myself without any help. instead of asking someone for things that i don't understand, i found it a lot easier to look in books (which sometimes lead me to another books), and because i learn by myself, it sticks in my head so i don't have to study again for exams.. :)
i don't recommend you to do the same coz what works for me might not works for you. try to understand yourself. if you like to read and learn things, like to try everything (even if they're outside your major), then you can do what i do. but if you are a step by step well organized student, focusing in one subject at a time, then maybe getting a tutor is not a bad idea
