These are German Empire notes, and they were printed in the millions and will take a long time to get scarce because many have been saved due to hyperinflation that hit Germany in the 1920s. There are 2 types of the 1910 dated 1000 mark notes, one with a red seal, the other with a green seal, and currently they are being offered by several online German numismatic dealers in the range of €2 to €4(US$2.60 to $5.20). Those are retail prices, and you'll get less, probably half of retail when you sell to a dealer. In my opinion, it's better to hang on to them for interest's sake as they are not worth much. They can make good conversation pieces, like this image here:

I was under the impression the right to buy had been withdrawn because the authorities were running out of rentable accomodation, I may be mistaken though. As I recall it you got full discount (65%) if you had been a council tenant for 25 years or longer, so this was really aimed at people who were getting on in years, so that at least they had a reasonable home which they didn't have to worry about. But as with all things like this, it was abused and it's came to the stage now that all the decent properties are now sold and it's only the dross thats left, the places where no-one wants to live, the properties that are mostly occupied by druggies and alkies. It was a good idea at the time, but it wasn't managed properly.

Why can someone due to circumstance be entitled to making a 'killing' because they warrant social housing. It is just so wrong for the majority who just have to work bloody hard to get anything. Also reduces future generations of social housing.
