1. don't have caffeine (coffee, tea, cola) after 5 pm
2. drink warm milk
3. don't sweat it if you can't sleep. the more you feel stressed, the less chance you'll fall asleep
4. have a consistent sleeping and waking pattern
5. lower the temperature of your bedroom
6. remove any distractions from your bedroom
7. wear socks
8. brush your hair repeatedly (this promotes blood circulation in the scalp) until you get a nice, warm, tingly feeling
if none of these work, listen to the queen / the prime minister / the president's latest state address, that'll knock even an elephant out.

The kind of tea you drink and what you add to it may be keeping you from sleeping. Cut the sweetener (sugar, honey, etc.). Drink chamomile tea. Sip, don't down it. Keep the noise level down. Take a 30-minute walk about 2 hours before bed. Take a shower. Take Tylenol PM and drink your tea. In about 30 minutes, you will be snoozing.
When your mind is stimulated, it doesn't allow your body to rest. Try a massage. Exercise. That makes me physically tired and I feel like I get a deeper level of sleep.
If that doesn't work. You may have insomnia. Consult a physician.

Try a glass of warm milk... I can't remember what is in it that makes you sleepy- but it works. If it's really bad maybe you should visit the Dr. and get a non addictive sleep aid for a while. Sometimes when this happens to me it is because i am worried about things. If you have a worry that is keeping you up try to resolve it if you can before you get in bed. Prayer helps too, i always fall asleep when im saying my prayers. (rude I know but I can't help it-just happens) Something about giving it all up to God helps me relax and fall asleep. Good Luck!

Well, if relaxing before attempting to go to sleep isn't working, you might want to talk to your doctor about it. Odds are though that you just need to slow down a couple of hours before going to sleep. How long have you been unable to sleep?

Excersise. sometime during the day. get wore out then go to bed. If you drink, or recently quite drinking it has to do with the chemical dependency your body has developed to alchohol
