also, this is a bit obscure, but the movie "full metal jacket" touches on this distinction for a second in a scene where the editor of the paper makes it clear to his writer who had used one improperly in place of the other. if anyone can quote that line for me, that would be awesome. thanks

Taking refuge is something one does of one's own violition. In other words, if a person feels persecuted or in danger, they may take refuge in a church, in a hideaway, in a cave or wherever they feel they will be safe.
Exile is something imposed by someone else. If an immigrant violates the laws of the country they may be exiled or returned to the country of origin. In olden days, people could be exiled - that is, sent out of their own country - to find their way wherever in the world they could. Today, borders are not nearly as porous and someone who is exiled can not simply wander into another country.
Exile is sometimes used in the sense of being sent away. For example, on the reality show Survivor, someone is sent each week to exile island. In other words, they are exiled from the group for a specific period of time.

I can't quote "Full Metal Jacket," but a refuge is seeking safety from his/her country and done at the person's own free will. Exile is being banished from one's country.

a refuge is a place where you seek shelter from something. an exile is a place you are cast out to. so a refuge is a place that you try to find, but an exile is a place that you are forced to go.

Refugees are fleeing something while exiles are kicked out of something usually a country.

A refugee is someone fleeing a country or region due to unrest or political upheaval..making life untolerable, so they must flee.
An exile is someone who is forced out by force due to political/racial/economic unrest.They essentially are undesirables in their former homeland.
