Does the Italian government fund construction on private property?

I have heard that the Itaian government will fund partially or fully construction on private property of a facility that will creat jobs for the local area. By this I mean construction of hotels, auberge, restoraunts, etc. The constuction remaining in the the ownership of the land owner himself...Does anyone have any experience or knowledge of this?

I havent heard of this, but this would be an amazing wy that Italy would be helping out its citizens. Dont Americans wish the US government cared for them the same way.
