SANDIGAN in the Visayan or Cebuano dialect means someone or something to lean on. I think in the general Filipino language, this means just about the same thing. It refers to someone or something that can be trusted on. This is where the other term for Congress is derived from, SANDIGANG BAYAN.
Sadly, this does not apply to the people running Congress. Not everyone in Congress lives up to be called SANDIGAN ng BAYAN.
