After the spies scouted out the land why did God make them wait 40 years before giving them the promised land?

(a) is the most accurate but..

Joshua and caleb were the only two spies who believed they could overtake the cannites with Gods help. The others were afraid and thought they'd be destroyed. The israelities didn't trust or love god and as punishment he said that all of them over 40 would die before they reached the promised land except for Caleb and Joshua. (Moses only saw the promised land but didn't step into it because of another event).

i think they weren't ready to accept the promised land quite yet, so God waited until they were all ready and all of them had their hearts turned to God before he gave them the land.

None of the Above really... However, A is the closest to form. God was punishing the Israelites for failing to obey him in seizing the land he commanded them to. God wishes for no one to die... and the concept that he had not taught them enough laws is bogus due to the fact that it has nothing to do with why they are initially wandering.
