what type of balance is checked on a bubble balancer?

They are also called a static balancer. They check the balance of the wheel and tire in a static position, which means it is not moving but standin wtill while being balanced.

Wheel/Tire balance. It's OK with radial tires due to sidewall flex, but not near as good as spin balancing.

I used a bubble balancer at the auto hobby shop all the time while I was a G.I. living in Germany. Never had any bad vibes in the cars I put the tires on.
