This is not a very easily answerable question. The answer depends upon the definitaion of "computer". Going by what we assume a computer nowadays, Charles Babbage made ENIAC, as the first comp.

Charles Babbage

In recognition of the high error rate in the calculation of mathematical tables, Babbage wanted to find a method by which they could be calculated mechanically, removing human sources of error. Three different factors seem to have influenced him: a dislike of untidiness; his experience working on logarithmic tables; and existing work on calculating machines carried out by Wilhelm Schickard, Blaise Pascal, and Gottfried Leibniz. He first discussed the principles of a calculating engine in a letter to Sir Humphry Davy in 1822.

His engines were not actually completed, largely because of funding problems and personality issues. Babbage realized that a machine could do the work better and more reliably than a human being. Although Babbage's machines were mechanical monsters, their basic architecture was astonishingly similar to a modern computer. The data and program memory were separated, operation was instruction based, the control unit could make conditional jumps and the machine had a separate I/O unit.

Originally, the term "computer" referred to a person who performed numerical calculations (a human computer), often with the aid of a mechanical calculating device.

Examples of early mechanical computing devices included the abacus, the slide rule and arguably the astrolabe and the Antikythera mechanism (which dates from about 150-100 BC).

The end of the Middle Ages saw a re-invigoration of European mathematics and engineering, and Wilhelm Schickard's 1623 device was the first of a number of mechanical calculators constructed by European engineers.

In 1801, Joseph Marie Jacquard made an improvement to the textile loom that used a series of punched paper cards as a template to allow his loom to weave intricate patterns automatically. In 1837, Charles Babbage (born 1791 died 1871) was the first to conceptualize and design a fully programmable mechanical computer that he called "The Analytical Engine". Due to limited finance, and an inability to resist tinkering with the design, Babbage never actually built his Analytical Engine.

Babbage called this idea an Analytical Engine.

In 1942, John P. Eckert, John W. Mauchly, and their associates at the Moore school of Electrical Engineering of University of Pennsylvania decided to build a high - speed electronic computer to do the job.
