Either one can be use depending on what they are used for. For example, "I am bringing to your attention our project proposal for the rebuilding of interstate I-15 freeway." Or, "How will you decide on the project proposal on the upcoming ballot?" For suggests "favor" towards something, while "on" suggests a topic of interest
