Generally speaking, you CAN'T chrome your steel wheels, at least not easily.
The only proper way to do so is to disassemble the wheel by remove the welds, plate the metal, then reweld the wheels. Chroming over welds leads to hydrogen embrittlement of the metal, which will cause the wheel to fail over time.
It would be much less expensive to purchase new wheels that were chromed in the first place.

First off, the rims are not "dipped in chrome"; there is an elaborate plating process involved. It is a very time-consuming and labor intensive procedure. That being said, there are many premium chrome-plating shops all around the country.
www.precisionchrome.com does fine work as does www.ACPlating.com. Among the best is www.paulschrome.com. Check out each of the sites I've listed and then decide if it is worthwhile to have your wheels plated. I'm betting that you'll find a much better deal on new rims at a lower price.

it will be cheaper to buy chrome rims. however if you really are bound to those rims, go to a "plating" place. they usually do bumpers, but for enough money, they will do anything
