We all have different parts of our personality inside ourself. For example:

At work: productive, more serious
With friends: funny, more outgoing, showing fun side of personality
Meeting acquaintances: on best behaviour, a little more reserved than usual

Ok, do you think when you're in a happy state your true self comes out, or in other states? Think about it. What is your opinion?

I think it would be more accurate to say that each part of our personality finds its own happiness-- what makes you happy at work may not be the same as what makes you happy when you are with friends. The true self is not, I believe, just one part, the true self is all of the parts working together and changing over time. We exist in four dimensions, not just three.

is not exactly correct. People happy because they are happy based on their mood, so it doesn't bring out your true self. True self can be brought out through the behaviour and the attitudes toward something.
but, happy can make a person forget its problem temporarily.
So, be happy and smile...

It depends on the persons underlying personality. For example a stoic's personality would probably be more in line under duress.
