First, I would get a manicure just to clean your hands up and get you off to a good start.
After that, using a good hand lotion daily (and every handwashing) should be good.
Arbonne makes an EXCELLENT Aromatherapy sea salt scrub that will leave your hands soft and smooth for hours and hours.

First you should stick with the basics and just use some lotion every day(but not to much, cause that might not work as well).But if that doesn't work you should call your docter for advice

1/2 cup warm milk, 2 tsp sugar, 2 tsp plain yogurt and a few drops of lavendar essential oil. Soak your hands/fingers in this mix for about 5 minutes. Then do a scrub, nail/cuticle care, massage and polish.
Gloves are also the ideal tool to keep your hands soft and supple indoors.
Purchase a pair of very thin, unlined cotton gloves (if you can't find them at a store near you, try www.camillebeckmanonline.com), along with a super-rich moisturizing hand cream. Avoid any creams that contain mineral oil, since they will not actually penetrate the skin. Instead, seek out ones containing emollient natural oils like coconut, almond, hemp and olive.
Before going to bed, slather on a layer of cream on both hands, being sure to reach between each finger and knuckle, as well as the entire palm from top to bottom. Carefully place the gloves on, making certain you are not removing the cream with the gloves as you slide them on, but rather, covering the cream with the gloves and keeping it in place.
Upon awakening, remove the gloves and wipe your hands in a clean towel to remove the excess cream. Your own body heat, held in by the gloves, helps to allow the cream to do its magic and keep them as soft as can be. By doing this several times per week (or even daily for those more prone to winter-rough skin), you'll lock in moisture, and keep away the dryness, with silky smooth hands. Apply a paste of ground almonds, milk cream and few drops of glycerine and lemon juice for bleaching.
Soak your hands in water in which potatoes have been boiled.
One effective method is to rib warm boiled water and mashed potatoes on hands and finger
Make a mixture of Vaseline and carbolic acid and rub in on your hands.
Hands can be softened by taking a mixture of orange juice and honey.
Mix rose water and glycerine and apply on your hands with cotton.
Home made packs for hands
Egg cream for hand:
Steps to be taken:
Take white of one egg
Three teaspoons of rose water
Two an half tea spoons of honey
Two teaspoon of glycerine
Two teaspoon of barley powder.
To observe the change apply the paste of above given ingredients on your hands.
Petroleum jelly:
Steps to be taken:
Take one teaspoon of lemon juice.
Two teaspoons of glycerine.
One teaspoon of petroleum jelly.
One and half teaspoons of almond oil.
Mix all the ingredients given above and make a paste. Apply the paste on hands and arms and wash it off after two hours.
Vanilla hand cream:
Steps to be taken are:
Take on cup of sesame oil.
Two large cups of almond oil.
Take fifty grams of vanilla essence.
Mix all the ingredients to make a paste. Massage this thick paste on hands and arms.
Witch hazel cream:
Steps to be taken are:
Take one-fourth teaspoon tincture of benzoin
Five tablespoon of witch hazel.
Take two teaspoon of brewer’s yeast.
Mix all the ingredients for and refrigerate it for about twenty minutes. Massage this paste into hands and arms and leave it there for about half an hour. Then wash it off with like warm water.
