Take her shopping for a new dress?
How about hiding an easter basket with a "fun night" for the 2 of you? I love hanging out with my sister and would really like to watch a movie or something with her... You could put movie tickets and a gift certificate for dinner or you could put the ingredients for a pizza(bagged crust, pizza sauce, cheese), a few sodas and some blockbuster cards, microwave popcorn and a chocolate bar.

We try to make baskets with as little candy as possible in our household. Some of my daughter's baskets in the past have included erasers shaped like Peeps, pencils with Peeps designs, a pair of socks with Easter/spring designs, decopauge eggs (some of them are really beautiful), wooden Psyanky eggs, a fancy bubble wand (with a bottle of bubble solution, of course), or a piece of Easter/spring design jewelry.
You could also give her a vase of Easter lilies.

Make her a basket of fruit; all sorts. Or if she's a collector of sorts find a cute nick nack. Give her jewelry, maybe a cross. Whatever you make or buy your sister make it personal.

get her a ring or necklace and a plushy animal along with a home made card she will think its really cool and it is. good luck.
