it's "Lucrecia"! your kind of making us confused with your spelling...
anyway, she is Dr. Lucrecia Crescent. She was in a relationship with the evil professor named Hojo, and she is the human (biological) mother of Sephiroth. If you played the FF7 Dirge of Cerberus, they expand Vincent and Lucrecia's story there.

Lucretia or Lucrecia or whatever like many already said it is an acquaintance of Vincent Valentine from Final Fantasy VII
In Final Fantasy VII, Vincent befriended a ShinRa scientist working in Nibelheim, this scientist was Lucretia.
Their relationship was close, they weren't exactly boyfriend and girlfriend officially, but they were very close.
One day, Vincent saw Lucretia hugging Hojo, another ShinRa scientist working in Nibelheim. Vincent thinking Lucretia was in love with Hojo, decided to leave the two alone.
Then later on Vincent found out that Hojo was planning to experiment on Lucretia by impregnating her and insert Jenova cell into her baby. Fearing for her safety, Vincent object over the whole thing to Hojo and threatened to report it to ShinRa, the scared Hojo shot Vincent, then operated on him to turn him into a monster.
Lucretia later on give birth to her son, whom we later on know as Sephiroth. However, Sephiroth was then quickly taken away from her, this depressed Lucretia which made her run away and disappear.
With Lucretia gone, Sephiroth taken away, and Vincent being a monster, Vincent became very depressed and decided to spent the rest of his 'unnatural' life inside a coffin.
Then Cloud and the team find him, and he later on joined the team.
During the game, when the team used a mountain climbing Chocobo, they discovered a hidden cave behind a waterfall.
Inside, there was Lucretia with her broken feelings, repeatedly calling out her son name, Sephiroth. And also repeatedly calling out her close friend's name, Vincent.
When Vincent try to talk to her, Lucretia push him away, acting very hostile to him but in the same time quite intimate. The team later on decided Lucretia's wish to be left alone.
When the team later on revisit the cave, they find out that it's now empty, but they found Vincent's Final Limit Break technique "Chaos" and a weapon for him.
Other than Lucretia and Hojo, there's another ShinRa scientist working in Nibelheim, Professor Gast who is Aerith's father.
Sephiroth was close to Gast and kind of consider him as a father figure, but Sephiroth was hostile toward Hojo and consider him to be a lousy scientists.
Hojo before he died claimed to have use his seed to impregnate Lucretia, which means he claimed to be Sephiroth's father.
As for Vincent and Cloud's relationship with Lucrecia and Aerith.
Vincent and Cloud hating the women they love is a loony fangirl's imagination.

You are correct. It was FFVII. Lucrecia was Vincent's girlfriend (or at least it was hinted).
