It means that if you do whatever the other part of the picture is or says that you can do, then you could get a ticket for going against the law. The symbol in itself means two things, and they are: 1) A great big NO. Don't do anything else on the sign. The second meaning is a little trickier in explanation. It stands for not being able to do what you want to do when you want to do it. If you want to make a left turn and there is a sign there that says no left turn, showing a left turn arrow and in the middle of the sign, there is a red circle and it has a big red slash through the middle. Then this means no to all of the left turns from your side of the road until there is a sign that says yes you may turn.
