As a former high school track athlete and avid runner, I can tell you that there are a few different muscles that you need to work on. In your legs you need to work your quads , calves, and hamstrings. If you are doing your workout in the gym, I would suggest that you stay away from squats. They may do you more harm than good. Do the seated leg press, hamstring curl, and the toe raise. These are three very good exercises for your legs. Build your abs. Work on the gluts and the lower back. The shoulders are important also.

Really focus on your core strength. It sounds strange, but your foot speed will increase if your abs, obliques, and back muscles are very strong.
