im arriving in Tokyo at the NRT airport around 5 in the afternoon on a weekday, and I was wondering how to get to shizouka by train after arriving in Tokyo.

Take the Narita Express or Skyliner into Tokyo and then get on the Shinkansen. There is no other practical way to get to Shizuoaka at a decent hour if your arriving at NRT at 17:00. If you take the Skyliner transfer to the Shinkansen at Ueno. If you take the Narita Express transfer at Tokyo.

More details to add to the information from the person above. You should take the Narita Express from Narita Airport to Tokyo station. The Skyliner stops at Nippori and Ueno, but a direct stop at Tokyo station will be better. From the area where the Narita Express stops at Tokyo station, make your way up the escaltors up to the main level. Follow the signs to the Shinkansen platforms and ticket office. You can get a same day ticket from one of the ticket windows or even purchase one from an automated machine. There will be large plasma and electronic displays that show the departing trains, times, platform numbers and remaining seating. The attendants at the window will also be able to help you. You will probably have to take a Kodama shinkasen. The Hikari and Nozomi shinkansen trains do not stop at Shizuoka.

I just returned to Tokyo from a business trip last week. It took me 3 hours to go from exiting the aircraft to arrival at Shinjuku. It will take you about the 2.5 hours if the lines are short and everything goes smooth. Weekday arrivals are pretty smooth at Narita.

Your best bet is to go to Tokyo station on the Narita Express and then take the Shinkansen to Shizuoka.

Example:
18:46 Dep. Narita Airport (NEX-40)
19:49 Arr. Tokyo Station

20:06 Dep. Tokyo Station (Hikari-389)
21:08 Arr. Shizuoka Station

From Narita Airport, I would not take the Keisei Skyliner due to two reasons. 1) There is about a 5 minute walk from Keisei Ueno Station to the JR Ueno Station. 2) You can not take the Shinkansen directly from Ueno to Shizuoka. You will end up having to make a second connection after Ueno.

You can take the JR Narita Express train to Tokyo station (about 1 hr).

From Tokyo Stn, take the Shinkansen bullet train to Shizuoka. The Hikari type train takes about 1 hour and leaves every hour. The Kodama is more frequent but stops more often, so it takes about 1.5 hrs.

The website usually shows the fastest route, which may not be the most convenient. The routes with least transfers usually take longer (20 mins maybe) but I think they are worth the extra time. Below is the schedule for 22 March:
-leave Narita at 5.53 pm (by JR Rapid Airport Narita)
-reach Tokyo station at 7.03pm
-leave Tokyo Stn at 7.33 (by Shinkansen Kodama Express)
-reach Shizuoka at 8.46 pm.
Total fare is Yen6720.
