why are passive agressive people so frustrating?

Because you know something is wrong but they say/do things that contradict what they are really feeling. So, the other person is understandably annoyed by this.

I think one of the reasons is concerned with their own personality, I mean they don't know or don't want to find a way or some constructive ways out, in other words, to let out the steam in which, literally speaking, there is some negative ideas/thoughts repressed for quite a long time. Thus, they're aggressive passively inside themselves and this would definitely keep them more frustrating.

Because their aggression is "passive" it is masked and this makes it difficult to react to - if you confront someone who is passively aggressive, they will often deny they were being aggressive and say you misunderstood them and may imply that YOU are the problem or the aggressor; so the frustration comes from never being able to achieve "closure" with the passive aggressor - anything you say or do will bring a negative reaction. In fact, this is why they act that way - to bring out your aggression toward them so that they can then say "you started it!!"

They are better at hiding their emotions. They wait until the coast is clear before their true thoughts emerge. They have more control over what they do. And they can be downright
sneaky. In other words they will get you, before you know you have been gotten.
