To be honest, it's really dependent upon the circumstances and the times. Lincoln for example had some similarities with Bush, yet his presidency is considered one of the best. The winning of the Civil War and being the first assassinated president ensured him into a immortal status as a great president.
One definite characteristic I've noticed however is one who has a cabinet that is diverse, with viewpoints other than just the president's. The successful is one who makes informed decisions for the best of the country, and not his personal viewpoints.
Listening to popular opinion depends on the president, and also depends on the skill of rhetoric.
As you can see, a lot depends on the personality, and the timeline.

Really Bush has none of the characteristics of a good president unfortunately he has made very many poor decisions. But as far as characteristics go, he has no vision, a poor sense of right and wrong, and is only swayed by public opinion or polls from doing what he thinks is right.

When choosing a president, I always ask myself "Who would France vote for?" The French are far more intelligent, informed, and politically aware than most Americans. And worldly, too! Nine out of ten Americans have never been to Europe, while the majority of French people actually live there! Certainly, they are far better suited to choose the leader of the Free World than we are, and I'm sure those who disagree would get used to a President Jerry Lewis eventually.

Honesty, and a sense of fair play are essential traits for president. Enthusiasm, vision, and the ability to convey his vision and enthusiasm, make for an even more effective president. Sadly, all these quality are lacking in president Bush.

Definitely one that has no connection to the Council on Foreign Relations. Also, a president needs to be willing to do what is best for the nation as a whole, rather than cower to the screeching cries of the minority.

Honesty, Integrity, Holds the Constitution higher than all else, Never has to be asked why they haven't kept a promise they made, Just, Motivated to improve the country and one who can truly walk the center aisle of Congress and bring both sides together to make our nations future a great one for our descendants.
