It went on as long as the Soviet Union (not Republic) existed and maybe even after it collapsed. To this day they would not open their archives and make the information public.

Um, no. The US doesn't run anything remotely near the gulag system the Soviet Union possessed during it's era in the world. Gitmo is a military prison and hardly a place they hold people for the fun of it. Yes, the detention of certain people for five years without doing anything with them is redicilous, but you have to ask, what did they do in the first place to be put there? Shooting at American soldiers isn't exactly conducive to keeping yourself out of harms way.
